How to register a used vehicle purchased or obtained from a SOFA personnel

This page shows how to buy and register a SOFA POV(privately owned vehicle) in ROK.
And it only deals with Case 1 and 3 among four cases as follows.
  1. An used SOFA POV (manufactured in ROK and purchased in ROK)
  2. An Used SOFA POV (manufactured in ROK and purchased in another country)
  3. An used SOFA POV (manufactured in another country and purchased in ROK)
  4. An Used SOFA POV (manufactured in another country and purchased in another country)

 BEFORE YOU START

Please be sure to see if the vehicle is a SOFA Duty-Free Vehicle imported from another country.

If the vehicle is a vehicle manufactured and obtained in ROK, it can be purchased.

If not, a buyer should pay duty for the vehicle at a ROK customs for the first time.

In addition, if there are any outstanding tickets on the vehicle, all the tickets must be paid and cleared first of all.

 STEP ONE

Both a seller and a buyer must visit a USFK Vehicle Registration Office to conduct the title transfer of the vehicle.

And the following two procedures must be conducted at the USFK vehicle registration office.

PROCEDURE FOR SOFA VEHICLE DE-REGISTRATION

1. PROCEDURE FOR SOFA VEHICLE DE-REGISTRATION

a. The Seller and the buyer will complete and sign a USFK Form 20-E (BILL OF SALE)

b. The Seller will —
– complete a USFK Form 32EK-E(Application for cancellation of USFK POV)

– submit USFK Form 207(Military registration and certificate of title of POV), USFK Form 32EK-E and USFK Form 20-E) to the vehicle recorder
– return vehicle license plates and a decal.

 PROCEDURE FOR TEMPORARY PLATE ISSUANCE

2. PROCEDURE FOR TEMPORARY PLATE ISSUANCE

Buyer will —
– complete a application for temporary plates valid for 10 days.

(Proof of vehicle liability insurance must be attached to the application and forwarded to the ROK officer

at the USFK vehicle registration office.)

– pay fee for temporary plates.

– present an one of the below listed identification card (issued by the ROK Government or certificate in lieu of the identification card)

If a buyer is :

Required identification cards or certificates

An individual(korean),

One of the following 3 cards must be presented:

① Korean resident registration card

② Certificate of Korean residency

③ Alien registration card

An overseas resident

(resident abroad)

Certificate of Korean residency

(issued by the district office an applicant reside.)

거주사실증명서

A dealer corporation,

One of the following 2 documents must be presented:

① Copy of certificate of vehicle-managing business

자동차관리사업 등록증(사본)

② Copy of Business registration certificate

사업자등록증(사본)

If an applicant is an agent authorized by the buyer, the retained agent must provide :

① a principal’s certificate of a registered seal

② Power(s) of attorney stamped with the principal’s registered seal

 STEP TWO

Before registration, the vehicle must pass a vehicle inspection at one of facilities designated by KOTSA(Korea Transportation Safety Authority). The following shows a list of Vehicle Inspection stations authorized by KOTSA in Seoul.

 STEP THREE

A buyer must visit the vehicle registration office(차량등록소) or Gu-office(구청) in the district where the buyer resides in order to register the vehicle purchased or obtained under his/her name.

Below listed are the documents required for the registration of a vehicle.

b. Proof of Residency.

c. Proof of Ownership.

d. Certificate of vehicle inspection

e. Proof of Compulsory Motor Vehicle liability Insurance

f. (If necessary) Temporary plates and a temporary operating permit

g. Registration fees, taxes and seoul metropolitan train bond

 1. Application for registration of a vehicle

This form can be obtained at the vehicle registration office in the district where you reside. All vehicles must be registered under the owner’s name.

 2. Proof of Residency

If an applicant is :

Required identification cards or certificates

 3. Proof of Ownership

The following two documents must be provided.

① De-registration certificate (말소사실증명서) -sample

② Bill of sale (contract of sale)  -sample

 4. Certificate of vehicle inspection

It means “Certificate of Vehicle Inspection for re-registration”. It is issued by a vehicle inspection office authorized by KOTSA(Korea Transportation Safety Authority). for more detail, just refer to STEP TWO.

 5. Proof of Compulsory Motor Vehicle liability Insurance

In order to register a vehicle, an individual must obtain a liability insurance policy through an approved insurance company licensed to conduct business in ROK, or their authorized agent. The policy must meet ROK liability insurance coverage.

Note : The insurance must be continuously maintained as long as the vehicle is registered. Lapses in coverage are subject to fines. Do not cancel insurance until your vehicle is de-registered.

 6. (If necessary) Temporary plates and a temporary operating permit

If you obtained your temporary operation permit and temporary plates for re-registration, you are required to return them to a vehicle registration office at the time you register your vehicle. if the expiration date of your temporary plates is exceeded, a fine will be imposed on you.

 a. License Plate Fee

 There are three types of what you can choose if your vehicle is a passenger car.
They are Regular type(Width 335mm + Length 155mm), Long type(Width 520mm + Length 110mm, European style) and Composite type (a long front plate and a regular rear plate). Long type as opposed to regular type is designed for specific   car manufactured since 2006.

The fee is the same irrespective of plate types. but the license plate fee depends on the district in which you live.

 Purchase Date  The latest date between the date of delivery of vehicle and thedate of the balance payment.

d. Registration Tax

 e. Seoul Metropolitan Train Bond

– Reference : Local Government Act article 115, Train Bond Act article 12

– Rates and charges differ according to the category of the vehicle, engine capacity, weight and so on.

‘Eligible assessed value’ means a certain stated amount of the assessed value of each qualified motor vehicle in ROK.

The assessed value of qualified motor vehicles shall be determined pursuant to the uniform evaluation of motor vehicles prepared pursuant to Train Bond Act.
